The change to this proposed bill (by removing Schedule 2) IMO does NOT change the current legislation and process of approvals. The GREENS claimed that Schedule 2 was bypassing Tanya Plibersek (and other things) and allowing Madelene King to be 'supremo' gas in approvals.
