I think you're being a bit naive in thinking NSW is holding up approval. IMO NSW is waiting for Mr Ed to ask for a response and is working together with the Federal Labor Government.to await an opportunity to announce their decision. Remember, Mr Ed can give a 30 day notice for NSW to respond. NSW will give their answer when Mr Ed asks for it. You are correct in saying NSW pipeline ban is a de facto rejection of PEP 11 …if the Feds were fair dinkum they would take this as the NSW position.
