I believe NSW is yet to file its decision
I believe Husic will never issue a 30 day notice to NSW
I believe it is more likely that NSW will sit on PEP11 until the Commonwealth is ready, and right at that point, NSW will miraculously conclude its "comprehensive assessment" and file their NO decision.
Shortly thereafter, Husic will file his decision.

I believe that the handling of compliance with the Federal Court orders by both Governments likely meets several definitions of corrupt behaviour.
