Hi Dyuicus, I think you're onto something there about the difference between the two statements.
Obviously someone thought it necessity to further clarify how Mr Ed came to possess the legal authority to take future decisions on PEP-11 (Ii.e. "as part of the Joint Authority"), rather than having it appear as if he was doing a "ScoMo" and appointing himself to the role.
At any rate, it seems intentional and I wonder if it was done in anticipation of the NSW JA decision being forthcoming.
