They do NOT want to approve. They have been told by the Court Order to make a decision in accordance with the Law. They do not want to make a decision in accordance with the Law. NSW is totally biased against PEP11. They want it banned. Thats why they passed the 5km Ban Bill.
They are IMO waiting for the FEDs to give them a 'clue' as to what thew decision will be by the FEDs.... and depending on whether that is going to be an approval (which I believe is the ONLY option they have) - NSW will then commence or leave it on the shelf.
