except the govt isn’t outside the legislation so there is no action for the optionholders:
we took a punt and time may run out but there is no way to lay it on the govt.
the optionholders aren’t even the aggrieved/. The company is the applicant and has lost out on the conversion funds but still again there is no action because the govt has technically done nothing wrong.
