I know the government is operating within the act and lawfully with no duty of care breach.
To breach duty of care, a law needs to apply to that breach to be negligent.
There is no time frame in the act.
That there means bph can do nothing, until a decision is made.
If no time frame exists to decide, it is not possible to act ethically or morally wrong, or even unlawfully as mentioned above.
Its tough but it's very simple.
