The "business" ought to be agitating and lobbying for a fair crack.
Theres no "legal' ramifications. Legal things are dealt with in those Legal "places" ... commonly called.... courts.
But there's also the court of public opinion. It gets surveyed every so often by.....elections.
I certainly wouldn't be as seemingly silent as we're experiencing.
