This project has been contentious for a number of years now and its the reason companies recruit certain types onto their boards. Its not what you know but who you know. You may think PEP11 is just a regulatory approval process to hammer out but it never hurts to have somone of substance whispering positives into the right peoples ears in the halls of power. When this started to really drag out DB should have considered bringing someone in that would help add polish to the BPH company profile.
