I definitely like the idea and agree with the reality of the situation, it is as you describe. Just lodging the paperwork would most likely be sufficient to shake the JA into action. I doubt Houssos or Husic want that on their resume. It would also catapult PEP11 back into the media and with Victoria now granting approvals, it's a lot harder for NSW to ignore their predicament.
One other point, you posted earlier on about nobody cares about a bunch of small cap SH, that's fair. But NSW businesses that need gas have a lot of clout, I will be staggered if the big gas users, who are also big NSW employers, aren't smashing Husics door down, he is the Minister for Industry after all.
