IMO you are correct.
BUT they do have an option and that is called:
Zombie Zalis Kill PEP11 Forever and To Hell with Bias/Compensation Bill.
That should give them the OUT they have been looking for AND land them straight infront of a Judge.
FEDs - if there was any way out- LEGALLY - you would have jumped already. Do the right thing by EVERYONE and Make a DECISION - Approve or Reject - the present status is NOT FAIR!!
