you are confusing the term that the permit remains in good standing during the assessment period.
it means it remains live, is not cancelled so a new permit does not have to be applied for from scratch and it can’t be given to anyone else.
it is not a valid permit in an operational sense and the company has absolutely no rights to do anything until the permit is extended and they can then carry out works as per the valid and current permit.
