They can enforce whatever strategy they like - the simple answer is - they still must make a decision. If we find gas - who is to say that we would NOT be cheaper then pumping it from whatever state/country/planet/universe and it would be up to the clients (including Japan/Korea etc) to decide who they will buy from.
IMO - Having gas 'coming out of our ass' is not a valid reason to refuse the application.
