Spot on. Imo it is at the mercy of Political Strategy relative to timelines leading up to the Federal Election.
It is a Political Chalice & at present they're not sure what's in it if they drink from it.
Fear of the Political consequences will bind almost all Politicians.
They're hedging their bets by sitting in the Grey Zone Policy wise around Gas etc & subsequently Approval wise.
If they go Black or White they solidify the alliances they have or lose before the Election.
Most difficult Political decisions are made early in their term in the hope that 3+ years later it is either forgotten or the damage has been repaired with those who opposed that decision.
