Windmills are permanent, a Jack up rig temporary.
On leaks, pep11 is gas, not oil.
Gas is naturally seeping up through the sands.
If we measured the daily seep over 10 years, it most likely is greater than a small temporary gas leak in the pipeline.
The environment arguments against pep11 are flawed.
