as I see it - OPGGS ACT is FEDERAL and dies not bund NSW in anything but the decision process with respect to PEP11. Makes no sense for nsw to assess for so long because seablue-1 is not in there waters.

There thoughts are not relevant, they are only relevant if bph wishes to put a pipeline through coastal waters.

I wonder if this goes to court.

If the judge asks, why did you take so long to access pep11, when no works were in your waters nsw?

How does nsw explain there position, when no skin in the game, to prevent federal with skin in the game making a decision?

The truth always comes out.
