What U have to consider here is NSW. HOW is their assessment (which they say are progressing) effects the JA decision on the FEDs?
as I see it - OPGGS ACT is FEDERAL and dies not bund NSW in anything but the decision process with respect to PEP11. SO with NSW ASSESSING and taking their time about it - the FEDs can and have said - they are waiting for NSW to make their decision first before they will. They have powers to give 30 days notice etc to NSW - BUT ofcourse they have no motivation to go so. THEY ARE WAITING FIR NSW AND NSW ARE "ASSESSING AND MAKING PROGRESS"
