I wouldn't blame the victim, Mr Breeze has done everything asked from regulators, unfortunately he'll be braking the law if he picks up sawn off shoot gun and demanded approval sooner.
It's up to government body to approve Pep11.
Any anger is to be properly directed to government's body in charge of approval!
