A Greens-Labor coalition is practically inevitable sometime before the end of this decade as younger voters turn towards the greens.
An approval of PEP-11 will only hurt Labor by perhaps pushing some of their voter-base towards the Greens if they make a big deal out of it, but if taking a look at the bigger picture, in the long-run it will only benefit the inevitable coalition between the two. Labor will have to further accommodate the hard-left, and the Greens will eventually have to accommodate the centre-left.
And in an upcoming election that will likely focus on housing, cost-of-living, and especially reducing immigration - its likely many more voters will be supporting fringe parties on the right more than any other election in recent memory.
So both securing gas supply for the East coast and giving political ammunition for your future bedfellows could be a brilliant act of political arbitrage by Labor.
