My best guess is that Albo is the stumbling block. He publicly stated that he was dead against it and banked his Leftie credentials on it! Now after the disastrous humiliation of The Voice referendum, his Energy plan starting to fall apart at the seams and Cost of Living beginning to lose him the next election , he can’t muster the necessary backbone to have Mr Ed approve PEP 11. MK was dead against it as well and she ducked for cover.
