Which isn't surprising since the JA is just a bunch of politicians and politics is about retaining power, not making progress. Every now and then you may get a ribbon cutting, so they'll make just enough progress to give us the illusion of them caring or extraneous circumstances compel them to make an effort, but ultimately it's about getting whatever votes they can to stay in power so they can keep playing this silly game.

In this instance with PEP11, I believe it'll have to be the extraneous circumstances, like the blackouts and looming gas shortage, that will force them to act. That's a much better bet than relying on the JA actually following due process or keeping their promises.
