I can only speculate on any changes since the paper was written without access to further information. Given the paper is still displayed on Parliament you would presume it's all still relevant until an updated paper is released. The process does not appear to have changed. It's likely environmental requirements and well standards would be at a higher standard but I think the obvious major change is Keith PITT. A politician with a spine and a vision in true national interests.

Realistically, they should have acted sooner on this and been more proactive and had this all together much sooner if anything. Unfortunately, it's as if they are stumbling through the steps in almost a reactive sense opposed to being proactive. Again you can only speculate on this there's too many influencing factors including politics. Again just my opinion.
