What I do not understand is WHY did we need to wait for the 2021 application to be assessed and forwarded to the JA?
The Consent Order was ONLY on 2020 application. This was quashed and sent back to JA for a new decision in accordance with the law. Somehow and someone decided to reassess the 2020 application via NOPTA! - instead of a NEW decision being made on the same report - The reassessment took another 9 months!!
During those 9 months - NOPTA also began assessing the 2021 application - WHO agreed to wait for the 2021 Application?????? I assume no one from BPH agreed to it.
If a new decision was made on the 2020 application as required by the Consent Order.... (and I am assuming it would have been an Approval) - wouldnt that have made 2021 application redundant??!
The JA have been doing whatever they want!
What I do not understand is WHY did we need to wait for the 2021...
