"they" did change the dates. 'They' being the titleholder. Only the titleholder knows when certain work activities can be scheduled according to the third party contractors etc etc.
As for the 2021 application, no-one was waiting for this at any stage. What are you specifically referring to that suggests someone was waiting for it?
