Just because both applications were sent to the JA simultaneously does not mean NOPTA or the JA requested this. I have had a discussion with Justadabble, we are in agreement that David Breeze et. al. were not forced to submit the RFI for the second application.
I believe it was David Breeze's idea to send in all required information, which subsequently caused both applications to go through to the next stage.
