    I wonder if this was the govt. plan all along. They don't make a decision until ordered to do so… the perfect scape goat. then they can say, ‘see. Not our fault. We were ordered to make a decision in line with the law’. We wont do a schomo… but we cant reject it and the courts forced a decision..
