A couple of points...
The OBs started out as a loyalty offer
Mode has explained there is usually a nominal payment required to facilitate a new offer
I have no idea what/if anything may be proposed
The facts surrounding the placement options suggest to me that it is a strong possibility. Quite simply, there is not currently a spread to comply with listing rules requirements
