You don't seem to be saying why they are not going to get 3D though lol.. I'm sure you agree, the reason 3D won't happen overlaps with one of the reasons for rejection "public interest".
Also you seemed to skip over the person who authorised the work program in 2011/2012. Pretty sure David Breeze himself wanted 3D seismic at some stage (because obviously the 2D leaves much to be desired).
