im not going to play this game of u snipping bits and pieces to fit your narrative:

Lets say:

1. The next court case will likely include BIAS due to the comment made by JEDA on 18th Sept.
2. I would assume that the next Court Case - after a refusal - will include the request of actually reviewing the decision by the Courts - as allowed by the OPGGS Act.
3. The Court can direct as it sees fit - as stated by the Judicial Review Act. So this may mean that the Justice can direct the JA to accept the NOPTA Recommendation AND to make a new decision in a stated time frame.

This whole PEP11 saga is in the Courts....not interested in what NEATS shows (and im sure I can show U applications that took a few months and not years - BUT thats not the argument here).... the argument is - THE FEDERAL COURT is involved...this is NOT NORMAL BUSINESS.... and

WHAT U and other should NEVER forget is:

THE FEDERAL and NSW governments are required to ACT as a model litigant....... due process/fairness/NO BIASED/timely etc etc

So..... dont care about NORMAL business - PEP11 is NOT NORMAL.
