Yea he did, but that was before Ukraine, the global energy crisis and having fantastic ammunition to throw at the libs (morrison). He may still, no one knows, but i think this is a good opportunity for him to go on the direction of national interests and say, "so sorry, my government is responsible and will not do shady dealings like the previous vla bla bla". And thus, approved.
but hey, this is all opinion.
