You're turning it into a conspiracy. As far as i can see and determine, what he did was lawful. Ethical? No. In Australia's best interest? No. But fully within his power, given to him by the Australian people.
it sucked, it shouldn't have been within his power, but it was.
It's in everyone's best interest if BPH take the loss on this and focus their endeavours elsewhere.
