I must say that I don't agree with your use of "3 different advices". That, I believe was not put forward by NOPTA. SM didn't accept anything, certainly not "the rejection advice" as that was not given.
As JD has mentioned "evidence" was put forward by NOPTA and that evidence supported approval. All the i's dotted and t's crossed according to the process.
Please don't be introducing a new narrative. The only person you are convincing is yourself.
