Definitely, KP speaks too much to get media attention.Action speaks louder than words.He should either reject or approve without any further delay.
Don't play politics in the Australian resources.
What is significance of having those regulatory bodies(Nopta & Nopsema) if the decision if influenced by Politics.
Also Somo should not speak about PEP11 in the public as it is price sensitive.
