How much can I read into this?

Is the federal government in the process of educating the public and dealing with any opposition to east coast gas development? Where does PEP-11 sit amongst all this.

Is the Federal Government testing the waters as I am sure that The Feds and Ms. King have PEP-11 at the forefront of their minds when they refer to the importance of east coast gas and the "lack of understanding".

My understading is that this approval is, in essence, a Federal Government decision.

My way of thinking is that this is the modus operendi of setting up the public for a decision to approve PEP-11. Setting out the need, deal with any opposition and educate. Any one who opposes PEP-11 will look foolish.

The Feds are operating in a fashion that indiactes to me that approval will be granted.
