If you dont understand. Federal minister doesn't over rule state minister all the time, they come to agreement adding clause to the permit. It's very unlikely that k.p will go over j.b head.
1st application was under notpa recommendation n waiting for advent to supply information. Then they lodged a 2nd application that was completed n sent to the minsters.
why do you think all news articles about John barilaro saying no all came out in February? Because he received it in February 2nd n news article came out on the 10th.
