@Justadabble Just because the email says it could be overcome, doesn't mean it will be. Also I would suggest that is a perfect way for the authorities to purge the permit holders from the permit. Just give them what they asked for and nothing else, then reject further applications when they don't do anything yet again. (performance noncompliance).
