No, as shown by ScoMo and the courts, there's due process. PM cannot overrule Ministers decisions!! He may tell them to not approve but they'll lose the court because it's not followed by the LAW!!!
Court itself struck down ScoMo bs portfolio as unethical. Court said due process of law wasn't followed and seeing it was approved before interference, they won't dare to try the same bs again.
