JB has already made his call on the first application as per his requirements under the act.
KP doesn't have to listen to that. In fact, in every previous circumstance, the state has never agreed to the approval given by the commonwealth.
JB has even said that it is completely in commonwealth waters, thus whatever he says is irrelevant and it is completely up to KP to decide.
The last step is KP to make a call, JB is now out of the equation.
Again you keep stating the second application must be resolved at the same time. It doesn't. They are different applications using different parts of the act. The second is asking for Covid Relief...
