I guess it's just a formality, as in 2021, KP could still make a decision after Barilaro recommended that it shouldn't be renewed.
As seen here, it lists the relevant decision makers which happens to include The Hon. Courtney Houssos MLC. Likely due to the Offshore Area for PEP 11 is New South Wales on the NEATS website - although I believe MK has the final say as it's under federal waters (maybe someone else knows more about this?). Both decision makers are required likely because of the 2006 OPGGS Act.
Relevant Decision Makers
I found here it says under the Role of NOPTA, Joint Authorities (JA) and theCommonwealth Minister, that decisions will be made in a timely matter, which hopefully ensures we get a answer soon on PEP 11.
