This is not fair on the applicant, Advent/BPH. If we had to keep waiting for new Laws/Bills to pass BPH could technically be waiting forever since any politician can introduce a Bill to parliament to delay the process. The application needs to keep progressing assuming there is no such new Laws yet, because there isn't. No fair system would allow for this to happen. If the Law is passed after the licence has been approved, then tough luck on the Politicians that were hoping it would stop it with this new Bill, it's not our problem.
