I'm perplexed as to how MK is allowed to delegate the decision and not have the requirement to disclose this? That sort of lack of transparency is something I would expect from a Government of a 3rd world country, not a 1st world country. It's deplorable. Also, how was Flam knowledgeable about this and decided to not post any proof? Is Flam a Government insider somehow? Highly suspicious.

So many questions, but like you point out, Just, it doesn't matter who the decision maker is, there is no way they can recommend a rejection and get away with it. There has to be a fundamental justification provided, and as far as I know there is no justification for rejection that would hold up in the Courts.
