NSW had 2 different bills:

1. The first bill introduced by Amon Rory as a private members bill - that bill went to Committee to report. And the committee reported that it was unconstitutional and other problems. So this bill never went forward and DIED.

2. The second bill is the NSW Government bill - this bill changes the Environmental Planning Assessment Act. it has nothing to do with Rory Amons bill (which was to amend another act). The Govt Bill passed parliament on 14th March and is awaiting to be formally assented/proclaimed to by the Governor and make it LAW. Unless the Attorney General/Solicitor General finds issues with this bill and advises the Governor to rescind the bill - there is no reason left for the Bill not to be proclaimed LAW.
