what U have said there I completely agree with. What I don’t agree with you - is my belief that the Minister still has to prove National Interest. He will be taken to court to argue it infront of the judge(S) and there is compensation attached to that clause.
he can circumvent the - let’s assume - recommendation for approval - but it has to be done within the same NOPTA Lefislation (or any other that gives the Minister jurisdiction over NOPTA). He can not blanket VETO COS HE DOESNT LIKE THE PROJECT. Bias or not that’s not allowed in the clause without justification AND compensation.
