Its a good question. My feeling is this....
MK and Albo handing it over still means that Husic (Mr Ed for Whooska) still needs to come up with a valid legal reason to deny the permit. If they have a valid legal reason to deny the permit MK would have done it herself and taken all the glory for being the Government that did what Scomo couldn't do.
My reasoning for Husic taking it over is to be seen as neutral and to be seen to follow the law. That way the backlash, if there is any is removed from MK
