This is a small, but very important point.
All the applications that meet the legislative requirments should be approved, as the market and the operators should be left to determine the viability of each project.
Moreover, the essence of a free market economy, is competition. The Government cannot be seen to be trying to pick winners, or excluding others, for that matter.
