An integral part of ED Husics decision is to provide a reason for his decision. Adminsitrative and judicial decisons require the decsion supported by reasons and reasoning. EH has simply said he intends to refuse.
Importantly, the adminstrative process, in tis exmaple NOPTA is designed and intened to ensure decsions are made according to law and process.
NOPTA have recommended approval. On what basis would EH decide otherwise.
IMO, EH released to NOPTA advice to Asset, so that they would ikely release the information, as part of a softening up strategy.
Rumblings of an early March election.
This is my call and I hope it is. Labor will certainly claim "caretaker status".
