IF EH is basing his decision on "environmental" reasoning then he would be advised by his experts that he is not making a valid decision and would be quickly and swiflty challenged.
EH can not pick and choose the basis for his decision.
A decsion outside of his mandate would be a disaster, personally and poltically.
EH knows he is backed into a corner. He has his gloves up, protecting himself, until the bell ring signalling the end of the round and the election has been called.
EH knows when AA will call the election.
