That is impossible in respect to the NOPTA applications.
Who made that comment to you? What are their credentials to offer an opinion on a NOPSEMA application that doesn't yet exist?
My understanding is that a NOPSEMA application cannot be submitted until the titleholder has tenure of title. I.E. once NOPTA approval is granted, which it will be by either Susan McDonald or Judge Jackson, then the NOPSEMA application can be submitted.
