Wrong, the project can't move forward without NOPTA approval, which has no environmental approval component. Have a read of the workbid guidelines for an S/V/E. This is O+G 101, extremely simple and basic stuff.
Sounds to me like someone is pulling your leg and you swallowed it hook line and sinker. Or, you just made the whole thing up.
