I just think it is part of his capital raising strategy for the company. MMR have issued free attaching options as part of the entitlement offer to shareholders a well, and it is an extra incentive for people to take up their allocation, especially as they will be listed. If PEP11 then does get approval, those options will be very handy in raising capital for both companies as you would think they will be well in the money.
